Fix MiSTer FPGA breaking HDMI ARC

The MiSTer FPGA (Terasic DE10-Nano) can cause interferences with soundbars connected via HDMI ARC or HDMI CEC. This leads to a disconnecting soundbar even when the MiSTer was switched off for me.
These interferences can be resolved by cutting the CEC pins of the HDMI cable. One hack is to repurpose a Spacetronik HDMI SPH-IR01 IR Remote Extender as a HDMI NON-CEC adapter.
